【招聘公告】總務兼人事主任 Dean of General Affairs cum Human Resources

Our school is currently seeking a suitable candidate for the position of Purchase & Maintenance cum Human Resources Specialist in the General Affairs office. 本校正在尋找合適的總務兼人事主任職位人選。

Start Date: 10 July 2026 onward (Commencement date can be further discussed upon interview)
入職日:2026年7月10日起(起聘日期面談後可再議)

POSITION OVERVIEW職位概述:
(一)General Affairs Administration Management(總務行政管理)
1. Formulate general affairs work plans, regulations, and administrative procedures; oversee, plan,
    coordinate, and supervise all functions and personnel management within the General Affairs Office.

    擬定總務工作計畫、各項章則及行政作業流程,統籌、規劃與督導總務處各項業務及人員管理。
2. Prepare and execute budgets related to general affairs, including financial control and integration of
    administrative resources. 籌編及執行總務相關預算,辦理經費控管與行政資源整合事項。
3. Oversee occupational safety and health matters, and supervise campus safety management and
    compliance with relevant regulations. 綜理職業安全衛生業務,督導校園安全管理及相關法規執行。
4. Coordinate campus access, campus security, school building maintenance and renovation, public
    facilities repair, and equipment maintenance management.
    統籌校園開放、校園安全、校舍建築整修、公物修繕及設備維護管理等業務。
5. Manage campus disaster prevention, emergency response, rescue operations, and post-incident
    recovery matters. 
綜理校園災害預防、緊急應變、搶救及後續復原等相關業務。
6. Supervise campus procurement, asset management, treasury/cashiering, documentation, records
    management, and general administrative support services.

    督導校園採購、財產管理、出納、文書、檔案及庶務行政等相關業務。
7. Liaise with the Taiwan Ministry of Education, overseas representative offices, and relevant
    authorities regarding general affairs administration, submission of information, project applications,
    and official correspondence. 
辦理與臺灣教育部、駐外單位及相關主管機關之總務行政業務聯繫、資料報送、計
    畫申請及公文往返事項。
8. Handle school establishment licenses, operational permits, applications, renewals, amendments,
    and regulatory inspections by relevant authorities. 
    辦理學校設立執照、營運許可、相關證照申請、展延、變更及主管機關查核事項。
9. Manage board member records, school registration matters, and applications, renewals, and
    amendments of related administrative documents.
    辦理董事會名冊、學校登記事項及相關行政文件申請、更新與變更作業。
10. Coordinate board meeting arrangements, including agenda preparation, meeting notices,
      compilation of documents, and meeting logistics. 
      辦理董事會會議籌備,包含議程安排、會議通知、資料彙整及文件整備事項。
11. Assist in administrative coordination and follow-up actions related to board resolutions.
      協助董事會決議事項之行政聯繫與後續追蹤。
12. Manage official correspondence, records, and documentation related to the Board of Directors.
      辦理董事會相關公文、檔案及資料管理事項。
13. Oversee dormitories, official vehicles, security services, cleaning personnel, and campus logistical
      support operations. 
統籌宿舍、公務車、保全、清潔工及校務後勤支援管理事項。
14. Coordinate cross-departmental administrative matters, support school operations, and perform
      duties assigned by supervisors. 
協調跨處室行政事務,支援校務推動及主管交辦事項。
15. Perform other general affairs, board-related administrative duties, and ad hoc assignments as
     required. 
其他總務及董事會相關行政業務與臨時交辦事項。


(二)Human Resources Administration Management 人事行政管理
1.Coordinate personnel administration matters related to staff appointment, recruitment, salary
   placement, appraisal, rewards and disciplinary actions, attendance management, contract renewal,
   and resignation/termination.
   統籌教職員聘任、甄選、敘薪、考核、獎懲、差勤、續聘及離職等相關人事行政作業。
2. Manage staff recruitment processes, including drafting recruitment advertisements, talent sourcing,
    and recruitment administration. 辦理教職員招募作業,包含徵才資訊撰擬、人才媒合及甄選行政事宜。
3. Handle visa applications, employment passes, and foreign employment documentation and
    administrative procedures for Taiwan-hired teachers; liaise with the Malaysia Expatriate Services
    Division (ESD) and Immigration Department (IMM) for relevant applications (including new
    applications), endorsements, renewals, cancellations, and amendments.
    辦理臺籍教師之簽證、工作准證及外籍聘任相關文件與行政程序,並與馬來西亞外籍人才服務單位(ESD)及
    移民局(IMM)辦理相關申請(含新辦)、核備、展延、取消及變更事項。
4. Develop and implement HR-related regulations, employment contracts, employee welfare systems,
    and personnel policies to ensure compliance with relevant laws and regulations.
    辦理與執行人事相關規章、勞動契約、福利制度及人事法規事項,確保各項作業符合相關法令規定。
5. Coordinate personnel records management, salary adjustments, service seniority calculation, and
    insurance-related matters for faculty and staff.
    統籌教職員人事資料建檔、薪資異動、年資採計及保險等相關業務。
6. Handle personnel information submission, endorsement, special project applications, and
    administrative liaison matters with the Ministry of Education and relevant authorities.
    辦理教育部及相關主管機關人事資料報送、核備、專案申請及業務聯繫事項。
7. Draft, process, submit, and coordinate HR-related official correspondence, documentation,
    information compilation, and administrative matters.
    辦理人事相關公文之擬稿、簽辦、函報、資料彙整及行政聯繫事項。
8. Handle teacher teaching permits, qualification documents, and applications, endorsements, and
    amendments with Malaysian education authorities (Education Department).
    辦理教師教學准證、任教資格文件及馬來西亞教育主管機關(教育局)相關申請、核備與變更事項。
9. Provide consultation and administrative support regarding personnel regulations, employment
    systems, and employee welfare measures for faculty and staff.
    提供教職員人事法規、聘任制度及福利措施相關諮詢與行政支援。
10. Perform other HR-related administrative duties and assignments as directed by supervisors.
      其他人事相關行政業務及主管交辦事項。


REQUIREMENTS要求:
1. Possess at least a bachelor's degree, postgraduate diploma, or equivalent qualification in a related
    field. 擁有學士學位、研究所文憑或相關領域等同學歷。
2. Candidates with relevant working experience are preferred. 具相關工作經驗者優先。
3. Able to work independently with minimal supervision. 能獨立作業,具自我管理能力。
4. Excellent communication, interpersonal, and presentation skills. 良好的溝通、表達與人際互動能力。
5. Sociable, dynamic, inspiring, energetic, patient, and compassionate.
    個性外向、有活力、具影響力與親和力,並具備耐心與愛心。
6. Proficient in Traditional Chinese, English, and Malay. 精通正體中文、英文及馬來文。
7. Possess a valid driving license. 持有有效駕駛執照。

2. For those with long commutes (a single trip of at least one hour - excluding traffic delays), the
    school provides the option to apply for free dormitory accommodation, subject to evaluation and
    approval. 交通距離較遠者(單程至少一小時 - 不含塞車時間),可向學校申請免費宿舍,惟須經評估與核准。 3. Provide group health insurance. 團體健康保險。
